Behavioral Health, MI Choice Waiver, MI Health Link, and Medicaid Managed Care Home Health Care Service

As of September 3, 2024, MDHHS requires the use of Electronic Visit Verification (EVV) for Behavioral Health, MI Choice Waiver, MI Health Link, and Medicaid Managed Care Home Health Care Services will require EVV. 

New agency providers will need to complete a CHAMPS Provider Enrollment application, EVV Atypical Enrollment Instructions. This step should be completed before completing the EVV onboarding form.

The webinar follows the key steps an agency admin takes to ensure a smooth start for a new caregiver, including setting up the caregiver profile for mobile app access, reviewing tech readiness, and walking through mobile app installation and activation. HHAX will highlight best practices for scheduling visits, demonstrate how the mobile app captures clock-in/out data, and show how to identify and resolve common EVV exceptions like missing GPS.  The session will conclude with a review of the EVV Compliance Report, showcasing how admins can track caregiver performance and support continued success. This training is perfect for improving EVV workflows and strengthening caregiver compliance.

    What services require EVV?

    If you provide Medicaid-funded personal care or home health care services such as assistance with ambulation, bathing, dressing, grooming, personal hygiene, meals, and homemaker services through any of the five programs listed above, then you must validate those services through an EVV system. 

    The Michigan Medicaid program covers PCS that are provided under the State Plan and waivers of the plan. The following services and their procedure codes listed by program encompass PCS.

         **Behavioral Health services that start and/or stop in the home (POS/Location code 12) require EVV. 

         +All Home Help services require EVV.


    CHAMPS Provider Enrollment Requirements

    To standardize billing provider data in preparation for the launch of an EVV system in Michigan, the Michigan Department of Health and Human Services (MDHHS) is updating its provider enrollment requirements for those providing Personal Care Services (PCS) that require EVV. Agencies and fiscal intermediaries (FIs) that pay direct care workers who provide PCS must obtain a National Provider Identifier (NPI) and enroll in the Community Health Automated Medicaid Processing System (CHAMPS)

    MMP 23-76  Update to Provider Enrollment of Electronic Visit Verification (EVV)- Required Personal Care Services Providers.

    By completing the onboarding form allows HHAeXchange to create the EVV provider portal and work with the Agency to begin the EVV process. The provider onboarding form must be completed regardless of if the Agency will continue to use their existing EVV vendor or the state sponsored vendor, HHAeXchange. 


    Provider Contact Information

    MDHHS utilizes provider email address information entered in the CHAMPS provider enrollment application to communicate with providers. Providers are responsible for maintaining accurate and valid email address information within their CHAMPS provider enrollment information. If the email address information is out of date or incorrect, enrolled providers will want to modify their enrollment information and submit it for approval.
